Analysis of the composition of health emergency professionals in Dong’e County

Abstract:

Objective

Through the analysis and understanding of the constitution of the personnel of health emergency in Dong’e County, the existing problems in the composition of the professional personnel of health emergency are found and suggestions are provided to improve the capacity of the county health emergency team.

Method

Through questionnaire survey and interview, the establishment of health emergency office in Dong’e county-level Disease Control Center (infectious disease prevention and control team), county-level medical institutions (medical rescue team), township medical institutions (Health Hospital, community service center) and health emergency team personnel structure(gender, education, professional title, working time, professional training and participation).

Result

All units in the survey area have set up health emergency offices, but part-time staff are responsible for routine management. The county has 3 categories of 13 emergency support teams, a total of 170 people. There were 99 men(58.2%)and 71 women(41.8%), and there was no significant difference in gender distribution between the members of each unit of health emergency (χ2=0.152, P>0.05). The age composition of team members are analyzed, including aged under 30 years [30(17.64%)], aged from 30 to 39 years old [100(58.8%)], aged from 40 to 49 years of [31(18.2%)], above 50 years [9(4.7%)] . The educational level of the team members are mainly junior college [35(20.6%)]and undergraduate [105(61.8%)] and there are more middle and low education personnel in the health emergency team of township medical institutions. Among the county’s health emergency responders, the personnel with the junior, middle and deputy senior professional titles are 98(56.5%), 70(42.4%) and 2(1.2%) , respectively. The proportion of junior titles in health emergency responders of township medical institutions (health emergency team) reached 76.0%(76 / 100). Most of the team members’ working hours are 10 to 20 years [88(51.8%)], high-grade (>20 years) personnel was 33(19.4%), and working hours<10 years personnel was 49(28.82%). 36(21.2%) did not participate in the training, 65(38.2%) participated in only one training, 42(24.7%) participated in 2 trainings, and only 27(15.9%) trained in 3 times or more.

Conclusion

The health emergency management system and personnel team in Dong’e County have been basically completed, but there are still gaps in the composition of various professional teams at all levels, especially strength in township team is weak, and the number of training and the number of participants is fewer.
