Expert consensus on emergency transportation strategies for patients with sudden typhoon disasters

Abstract:

Typhoon is a very destructive weather system, which is prone to secondary disasters such as huge waves and torrential rain, forming flood disaster. Typhoons are common in July, August and September every year. They are seasonal and occur in coastal areas and islands. The southeast coast of China is one of the most serious areas of typhoon-rainstorm-flood disasters. Due to the strong typhoon's destructive power and wide range of influence, it often leads to many building collapses, heavy casualties, traffic and communication interruptions, etc., resulting in a complex disaster situation and increasing the difficulty of rescue during and after the disaster. The treatment measures that medical institutions can carry out in the disaster area are extremely limited. In the harsh environment of strong wind and torrential rain, how to carry out on-site first aid outside the hospital, especially how to transport acute and critically ill patients is the focus that health emergency experts need to pay attention to. Some experts inside and outside Zhejiang Province summarized the experience of emergency treatment under the conditions of typhoon disasters in the past 20 years, and formulated this expert consensus, in order to provide reference for medical rescue and emergency transportation of major emergencies such as typhoon disasters in China in the future.
